Whats the Legal VTL for window tint in Texas?

What is the legal limit for window tint in Texas? Is it 20% VTL or 5% VTL. I see most cars with I'm guessing 35% you can see shapes but no details, And some with window tint so dark u can't see anything even with lights or the sun on the windows most of the time its on a Cadillac. According to this website Texas is 25%.Whats the Legal VTL for window tint in Texas?
Windshield:

Only 5 inches of the top or obove the as-1 line can have tint. It must be ltv (light transmittance value) 25% or more. It can not be red amber or blue.



Sides (front):

25% ltv or more



Rear:

If a motor vehicle is equipped with an outside mirror on each side of the vehicle that reflects to the vehicle operator a view of the roadway for a distance of at least 200 feet from the rear of the vehicle then there are no restrictions regarding the sunscreening devices applied to the rear window.



If a motor vehicle is not equipped with such mirrors then the rear window must meet the following standards:

1 Sunscreening devices, when measured in combination with the original glass, must have a light transmittance value of 25% or more.

2 Sunscreening devices, when measured in combination with the original glass, must have a luminous reflectance value of 25% or less.
